Add automated releases (drawing from jaraco/skeleton project). Fixes #30

Also adopt other features of Travis runs from jaraco/skeleton: save pip cache, use venv for tox when available, run on Xenial instead of Trusty, use container infrastructure.

Declare setuptools>=30 to avoid errors on Python 3.4+ when venv gets older setuptools versions.
