Test against Python 3.12

With Python 3.12 in the final stretch, add testing for the version as part of the CI strategy.

Some places to add:

• .gitpod.yml
• tox.ini
• .github/workflows/ci.yml

If any issues arise from these, let's resolve before it drops.

Once confirmed, we can advertise support in setup.py
