Split translations into two sets/domains

Hi, would you consider splitting Warehouse translation strings into two Gettext domains (sets), public and admin/account? Most of PyPI audience don't have an account and doesn't upload or moderate the packages, therefore in my opinion public-visible strings should have higher priority, and probably it would be enough to have this public part translated for a language to be published.
