The view that serves files doesn't implement the X-PyPI-Last-Serial header, however bandersnatch needs that header, so we need to implement it.

Include the last serial on file responses

Bandersnatch needs the X-PyPI-Last-Serial header even on the file
responses. Ideally at some point we can deprecate and remove this.
