As suggested by @brainwane here's WIP PR for discussion based on my comment in #1988 covering only a details page. Basically rearranging some elements and tightening the vertical space a bit.

Here's the current PyPI.org desktop version for reference:

Adding the horizontal tabs broke the JS showing and hiding of the different components, not quite sure how that works, maybe @nlhkabu or @di can point me in the right direction.

Got the tab showing and hiding working now and tweaked the styling a bit:
