Could it be an issue with the mirror https://mirrors.tuna.tsinghua.edu.cn/pypi/web/simple? What happens with a simple python3 -m pip install setuptools? I'm also unsure whether this is a CPython issue or if it's a setuptools issue (in which case, this should be reported to https://github.com/pypa/setuptools probably)

Segfaults in the Python parser/compiler are a CPython issue.

It would be good if you could minimise the repro, e.g. by narrowing it down to a specific file in that setuptools wheel you're downloading. Maybe start by unzipping and running python -m compileall (or maybe looking for files that contain SNOWMAN)
