Finally backport gh-123062: Make sure that pyrepl uses the same logic for sys.tracebacklimit as both the basic repl and the standard sys.excepthook

@serhiy-storchaka would you maybe have time to look at this? I think it's the last remaining "in the wrong order" pyrepl backport, hopefully afterwards they will happen without conflicts again.
