This PR is a compromise between the state before PR#124704 and the state after that PR.

I'm trying to preserve the ability to exit pdb and return to the REPL.

See my comment on issue #124703 for more info.

Most changes to Python require a NEWS entry. Add one using the blurb_it web app or the blurb command-line tool.

If this change has little impact on Python users, wait for a maintainer to apply the skip news label instead.
