Github Action to create an Ubuntu Artifact

This is a github action to create a python artifact for Ubuntu. This will give an archive users can extract to their root directory. I will add apt repository and deb packaging in a future commit. This commit was borne out of the need to have the latest stable and unstable packages in Ubuntu apt.

Could you please open a ticket first and explain the purpose and benefits of release artifacts?

Sorry for not opening an issue earlier. So, the reason I didn't open an issue, was that apt does have python versions. But, they are usually not up to date with Windows and macOS releases. This is one of the first few commits to get debian based operating systems a relatively updated release ( at the time of testing this PR ), the version available was 3.8 or 3.7
