I wrote a similar change in my draft PR #28128 to see if Py_ALWAYS_INLINE ( https://bugs.python.org/issue45094 ) would fix https://bugs.python.org/issue44348 |

(TEST PR) This makes errors on windows more prominent so regressions are fixed at the PR stage rather than catching them only after they're committed causing the buildbots to fail.
