setuptools can now read version from a file without importing. - [merged] #163

Merges version-from-file -> master

This support was added in (pypa/setuptools#1359), which
was quite a while ago, so I believe it is safe to use this feature now and
expect people to be able to process this metadata format.

Looks like it was released in setuptools 39.2.0 back in May 2018. Good enough for me, unless @jaraco has any qualms.
