I changed the PR to use dummy names so we don't inadvertently break mypy again if we add stubs for some module. |

Oh! I had forgotten this and spent some time figuring out what was wrong with runtests.py. Will merge as soon as I confirm it works. |

I added stubs for xdrlib in python/typeshed#1049 and have a pending PR to add stubs for tabnanny too.
thisandantigravityare unlikely to ever get stubs.
