lfilter fails on second GPU #3425

🐛 Describe the bug

When I run torchaudio.functional.lfilter() on cuda:1, it fails after exactly 1022 iterations. It works as expected on cuda:0.

CUDA kernel errors might be asynchronously reported at some other API call, so the stacktrace below might be incorrect.
For debugging consider passing CUDA_LAUNCH_BLOCKING=1.
Compile with `TORCH_USE_CUDA_DSA` to enable device-side assertions.

If I run lfilter() with clamp=False, the error arrises the next time I do anything to the output (ex. out = out + 1)
