FFMPEG build on Fedora

Similar to audio, vision does not find the FFMPEG library and includes on a Fedora system. This is due to assuming a certain file path layout in setup.py.

The accompanying PR will hopefully improve the ease and accessibility of using this library on multiple linux distributions and contribute to its maintainability.

Like in audio, pytorch/audio#4032 (comment), will this also be resolved in vision 2.9?

Correct @stmcgovern , we're not building our custom decoder by default anymore (#9208), so the 2.9 wheels (actually 0.24 for torchvision) won't have any dependency on FFmpeg.
