• Update clang-15 -> clang-16
• Update kagome-dev:7-minideb to kagome-dev:8-minideb
• Update timeout in CI from 60 mins to 120 (otherwise it is not enough time for hunter to build and cache dependencies)
• Update push self-hosted step in master to 8-minideb
