It seems that in QGIS in order to rotate a label you need to pin or move it first, would be nice if when using the rotation tool the label can be rotated immediately. In any case users would need to at least pin the label so this could be done automatically by the rotation tool on first use only, for subsequent rotation it would need to honor any x, y positions used

It would definitely save one click and possibly some frustration for users
