Add ability to flag incorrect metadata and proposing fixes #1392
Description
Often times while working through a meta analysis you realize there's a problem with a metadata field, or that an attribute could be improved to make the data much more usable.
The intent here would be to have (1) a mechanism that allowed users to report problems and propose changes, so that (2) study owners would get a notification and could in turn accept/reject the change as appropriate.
A minimum set of operations should be provided, like replace A with B in column C, replace A with B in all the selected studies, etc.
