EBI submission status showing failed errors even after success

How to reproduce:

1. Try to submit an artifact, make it fail
2. Submit again, now successfully
3. Check study ebi_submission_status and it will say that it was successful but had 1 error.

Solution, ignore any failed submissions if there artifact id has ebi accessions (it was successful on one of the attempts).
