Describe the Bug

Since #8198, it appears V-USB boards do not send the initial keypress when you boot up the host. Sendstring macros are also affected - if you have a key that types "Hello world" you will get "ello world" instead.

Oddly this does not seem to occur if you replug the board, only after the host PC starts up with the board already plugged in.

@yiancar any thoughts?
