Romancing The Green Stone - Beta 2

This update contains a number of small improvements based on user feedback of the previous beta:

1. Budgets have been adjusted to be less exuberant
2. The lander mission no longer enforces a particular pod - allowing users with lander can's available to use them instead.
3. The first mission makes it clear that extra fuel is not required in this phase.
