This PR introduces the following modifications:

  • adds multiple commands: fetchGuidelines, findStarterIssues, defineGoal, debugInfo
  • adds a container and two views: one for contribution scoping, the other for guideline compliance
  • adds telemetry using PostHog
  • updates README, CONTRIBUTING and makefile
