Add verbosity level functionality #482
Description
Currently, we have --verbose option that emits all the verbose diagnostics. We should also provide --verbose-level functionality to allow users to limit the verbose logs. To start with, we can have three verbose levels: 1, 2, 3. Verbose level 1 should emit relatively important verbose diagnostics, and the level 3 would emit relatively not-so-important verbose diagnostics.
