Fix non determinism in the linker

We would want to fix non determinism in the linker with test cases that was found during

* dynamic linking (due to multi-threading of GOT/PLT slot creation)
* emit-relocs
* Symbol ordering differences on windows 
* Symbol ordering differences with reverse iterators

Let us track these issues and create sub tickets of this.

We need to start fixing them for the upcoming 23.0 release.
