ALECG::queryBnd(): separate BC-node collection and BC value calculation

Separate the boundary node-collection and the evaluation of BC values at these nodes in ALECG::queryBnd(), then decide what needs to be called every time step, and what does not. However, performance gains using this should be measured first, to be sure that this complexity is justified. (@jbakosi's suggestion)
