Move Base_Logging object to logging_objects module #451

Move the Base_Logging object from utils/Base_Logging module to the core_helpers/logging_objects module. Base_Logging configures Loguru and sets log file that the Logging_Objects object in core_helpers/logging_objects writes to.

With most of the utility objects now organised in core_helpers & integrations directory, can we move the Base_Logging object too?
