Towards #47 and r-lib/pkgdepends#186
That is needed as well. Also, bump cache version, for simplicity.
So new pkgdepends can depend on it.
- The package cache adds the downloaded packages to the correct package cache, based on the response headers. - Fixed error handling when downloading RSPM versions and distros. - Test the new RSPM functionality.
A dash was missing.
But still allow the `RSPM@...` form in `repo_add()`, etc.
