Restore `cucim` dependency for CUDA 12 arm64 packages

Description

As of #796, rapids CUDA 12, arm64 nightly packages don't depend on cucim.

That was a temporary measure to work around this:

• Build and test with CUDA 13.0.0 docker#782 (comment)
• https://github.com/rapidsai/cucim/pull/905/files#r2292656134
• Relax libcufile dependency for old CTK 12 on ARM cucim#930

Those issues should be fixed and cucim should be restored as an unconditional dependency of the rapids metapackage

Benefits of this work

• sets consistent expectations for what rapids installs, regardless of CPU architecture or CUDA version

Acceptance Criteria

• rapids depends unconditionally on cucim

Fix the upstream issues in cucim, then revert the workaround added in #796
