This PR formats all Python files with Black, and adds noqa comments where necessary.

Why are these changes needed?

See #21316 and #21311 for the motivation behind these changes.

- We should use `--force-exclude` when we pass code path explicitly https://black.readthedocs.io/en/stable/usage_and_configuration/the_basics.html?highlight=--force-exclude#command-line-options
- Recover the files in `python/ray/_private/thirdparty` which has been formatted in the PR #21975 by mistake.
