Add script to update warn_unsuppported, warn_eol labels

The script will automatically assign "warn_unsupported" or "warn_eol" labels to CRuby definition files based on the information from endoflife.date.

Benefits:

• Never having to do this manually again
• Not prone to human error (unless there is a bug in my script)

TODO:

• Set up an Actions workflow to run this once a week and make a commit if there are any changes
