What is the current behaviour?
Does not contain net6 targets, cant update to include latest ReactiveUI and Splat packages due to this
What is the new behaviour?
Add net6 target,
remove netcore3.1 and net5
change net461 to net462
change monoandriod10 to monoandriod11
What might this PR break?
Aligns with Splat V14 and ReactiveUI V17, these packages will need to be updated to align where specified
