🧰 What's being changed?

Moves the create-docs fixture that's used in the local dev server and in an explorer unit test out of the main explorer source directory and into __tests__/__fixtures__.
Excludes non-test JS code under __tests__/ from being run with Jest.
Removes lib/construct-form-label.js and lib/replace-vars.js as they are neither used anywhere.
