New tag is not added/removed when edit article

1. Create own article with some tags
2. Open and edit this article, edit tag by adding one or two new tags
3. Publish
4. Open the article again

actual result: you don't see the new tags in frontend
expected result: you should see the new tags


NB: the same occurs when removing a tag. After editing, the tag is not removed in frontend
