Update Dockerfile.konflux to use Go 1.22 builder

Description

The UBI8 go-toolset is a single-stream image repository, and therefore won't receive any further updates to the 1.22 tag now that 1.22 is out.

@zdtsw really? There's no Dockerfile.konflux in the rhoai branch in ODH though, right? How does that get updated as part of the automated sync?

you are right.
we do not have Dockerfile.konflux in ODH, thought we wanted to have it in ODH then we can have konflux for ODH nightly as well, but it is not there yet.
in this case, we will need to manually change RHDS to get it in.
