add nslister label to everyone-view

we want all Konflux Support users to be able to list tenant namespaces through Konflux UI. This change we'll teach the namespace-lister to consider the ClusterRoleBinding 'everyone-view' while calculating access.

Requires:

• bump namespace-lister in staging #9434
