Move latest tag on Quay using Robot account #361

The linkimages script would leverage the Quay API to move the latest tag to point to the release image, however it didnt' seem to be working despite getting the expected HTTP responses.

In attempting to debug, I'm finding it extraordinarily difficult to generate a token that was appropriately scoped to the chart-verifier repo ONLY. I was unable to find a way to generate a token using a robot account that had the appropriate permissions.

To that end, this change removes that code in exchange for using podman to move the tag instead. Repository secrets have already been configured.
