Packaging broke in the past due to dependencies that were updated, and should not have been. This exists to try and catch that.

This PR changes the testing process. tox is now responsible for maintaining docker runs for itself, and invoke for providing a pythonic task system. This removes make, and docker-compose in favour of things driven by invoke and tox.
A side effect of this change is that github actions can now run in parallel, so we can receive more rapid feedback.
