got layer structure are different between editor page, preview page, published page #212

Describe the bug
Layers structure got by “reearth.layers.layers” are different between editor page, preview page, published page.

To Reproduce

  1. put folder layer having children layer at editor page.
  2. run “reearth.layers.layers” on console at editor or preview page.
  3. you will get folder layer including children layers.
  4. but run “reearth.layers.layers” at published page, you get only children layer.

Expected behavior
I can get folder layer including children layers when also run “reearth.layers.layers” at published page.
