This adds cdr-surface-primary and cdr-surface-secondary to our token output. These surface colors should be what our container components default to rather than falling back to the page background color
by default the primary surface color will always match our default themes primary background color and the secondary color will be the branded surface color for that palette

This looks good to me, are we wanting to package it in with v15?

Yes I think so, its needed to unblock any palette work we want to do - we wont have the components refactored to use this probably but other teams exploring palettes can use these
