Describe the bug

Sub-field "Assigning agency" (classification.assigner) has the wrong title in the document editor.

To Reproduce

  1. Edit a document
  2. Add a field "Classification" with sub-field "Assigning agency"

Expected behavior

Title is "Assigning agency".
Description is "Used for imported records only. Agency that assigned this classification value."

The spec file has been corrected.
