Action menu for fees #871

Describe the issue
The action menu does not open below the button, when a fee line is expanded. See screenshot.

To Reproduce

  1. Open the fees tab of a patron account with active fees
  2. Expand an active fee line
  3. Click on the action menu of this line
  4. See error

Expected behavior
The menu opens just below the corresponding button.
