What should this PR do?
Round 2 of dependency updates this month. This round gets rid of those annoying warning messages we were seeing, and updates Webpack plus a few misc. packages.
There will be a RF PR to go with this as well which will have a new version of RS tagged in it once this is merged and released.
What is the acceptance criteria?
