This pull request includes updates to the .pre-commit-config.yaml file to add several new pre-commit hooks.

Updates to pre-commit hooks:

• .pre-commit-config.yaml: Added pre-commit hooks for checking illegal Windows names, JSON files, TOML files, and YAML files.
