Thanks ! Indeed ogr2ogr TopoJSON driver doesn't support writing if I remember correctly. |

I've actually used Magrit to convert to topoJSON (no success with R or ogr2ogr). I have not tested the file integration within magrit, I've only tested import via "Add a basemap".
