Removing these man pages from pyQuil means we don't have to worry about docs changing and things being out-of-date (as has happened).

Now these are available in the other repositories, is it possible to provide links to them there?

@ecp-rigetti meaning provide links to their man pages? I added in links to quilc/qvm github pages.

In #792 you did, you mean? That will probably suffice.

I thought I had. Will update that now. Happy for this to be merged as is.
