feature: calculate allocated memory (approx), OTEL support #77

Reason for This PR

closes: roadrunner-server/roadrunner#1412

Description of Changes

  • Support for the OTEL.
  • Add approximate key-values allocated memory calculation.
  • Removed the old periodic scan for the obsolete items. Now each item with a timeout has its own expiration callback.
