This PR does not work on https://github.com/robotology/yarp-telemetry/pull/132/files . We should understand if we can actually drop apt/Ubuntu 18.04 support for ROBOTOLOGY_ENABLE_DYNAMICS as we discussed in #481 , or it is better to fix YARP_telemetry instead.

I hot-fixed the problem by setting a Ubuntu 18.04-compatible version in aa5a1c7, to reduce the CI madness (see #733) . Then we can decided what do to for 2021.05 release and for the immediate future depending on the outcome of #481 .
