Move bipedal-locomotion-framework to ROBOTOLOGY_ENABLE_DYNAMICS_FULL_DEPS component #739

Furthermore, do not support ROBOTOLOGY_ENABLE_DYNAMICS_FULL_DEPS on Ubuntu 18.04 with apt dependencies, while continue to support ROBOTOLOGY_ENABLE_DYNAMICS on Ubuntu 18.04 with apt dependencies. When we will finally drop support for Ubuntu 18.04, we can move bipedal-locomotion-framework back to ROBOTOLOGY_ENABLE_DYNAMICS .
