Added double quotes around class name to make the class declaration parse properly with parameterized subclasses. Previously, parameterized subclasses would fail raising a Puppet::Error of "Could not parse for environment production: Syntax error at 'sysctl::common'; expected '}' at line 1 on node testing.example.com".
