Let configure custom storage prefix with &storage_prefix=name URL #290

Implement local storage instead of cookies.
If really-really necessary, one also can change prefix for parameters which are stored in local storage.
For that URL parameter &storage_prefix=name has to be ALWAYS used in the page.
