A possible proposal to address systematic content-negotiation failures in the DataCite DOI system; issue #34. Note that JSON-LD algorithms also appear to rely on content-negotiation, as discussed in that thread.
purl.org is widely used for linked data urls. Seems to provide a reasonably robust option provided it is maintained, but not a DOI :-(
